I would have to say that the final verdict must be left to neurological analysis paired with real world observation. A blind individual, we already know, has created a cognitive reality that very efficiently compensates for the lack of external visual stimuli…. A blind person whose brain also happens to have strong sensory acuity and inherent artistic dexterity might just be able to draw a fairly accurate rendition of a cat or a table from the tactile input alone. Who knows.
